About ACS

Construction advisory, engineered for Europe

ACS — Accompagnement Construction & Services — is an independent construction advisory firm. We support developers, contractors, public institutions, investors and international companies on their most structuring projects, in France and across Europe.

The firm

A trusted partner for construction decisions that bind

ACS brings engineering, regulatory compliance, project management and strategic advisory into a single multi-disciplinary team — giving owners an integrated reading of their operations.

Born in response to the growing complexity of construction projects — European regulation, environmental requirements, contractual structuring, investor expectations — ACS serves organisations for which mistakes cost too much to be delegated to siloed advice.

Our engagements cover the full operation lifecycle: feasibility, structuring, execution, commissioning, handover. We act in owner's representation, technical assistance, independent review or transverse programme management — calibrated to the level of integration each project requires.

Our mission

Make construction a legible decision

We give our clients what construction operations most often lack: an integrated, independent and operational reading of their projects.

Construction remains one of the sectors where the decision chain is most fragmented. Design teams, contractors, engineering bureaus, legal advisors, insurers and investors often operate in parallel, without a genuinely transversal reading being organised.

ACS fills that space. We translate technical complexity into executive trade-offs, and executive trade-offs into field-level oversight. Our role is not to replace existing actors — it is to ensure that the client's decision is always informed, defensible, and aligned with long-term interests.

This mission demands one constant: independence. ACS draws no remuneration from the contractual chain of the projects it advises. That is what gives our voice its weight.

Our vision

An engineering discipline at continental scale

We believe the next twenty years of European construction will be shaped by three forces: decarbonisation, the digitalisation of execution, and contractual mobility across jurisdictions.

The firm is structured to accompany this transformation: our teams read European directives in their source version, track national regulatory evolutions, and work daily with the technical standards of modern engineering practice.

Contemporary European architectural facade — geometric composition

Decarbonisation

RE2020, European taxonomy, project carbon balance, material sobriety — embedded in the trade-off, not bolted on.

Digital execution

BIM, digital twin, document governance, contractual traceability: data as the project's spine.

Cross-border capacity

Command of national and European regulatory frameworks to structure multi-jurisdiction operations without breaking the chain of oversight.

Values

Six standards our clients recognise

Our values are not on display — they structure our methods, our deliverables, and our client relationship.

  • 01

    Rigour

Every analysis is traceable, sourced, and defensible. No conclusion ships without the reasoning chain that supports it.

  • 02

    Independence

No commissions, no introducers, no parallel contractual chain. The advice we give is the advice we would give ourselves.

  • 03

    Discretion

Absolute confidentiality on the operations entrusted to us. No client reference is shared without prior written authorisation.

  • 04

    Engineering integrity

Our credibility rests on the accuracy of the analysis, never on the polish of the presentation.

  • 05

    Long-term partnership

We design our engagements with the perspective of several project cycles, not a single deliverable.

  • 06

    European outlook

We read French matters through the lens of European law, and European matters through the lens of French field practice.

Why ACS

What sets our approach apart

Traditional advisory firms have built their offer around siloed specialties. ACS made the opposite choice: integrating the disciplines construction actually needs inside a single team.

Standard advisory

  • Engagement carried by a junior consultant, occasional partner oversight.
  • Narrow scope — technical or legal or financial — with unmanaged interfaces.
  • Limited grasp of construction-specific operating realities.
  • Commercial posture aligned with extending the mandate.
  • National coverage, sub-contracted reach beyond borders.

The ACS approach

  • Engagement held end-to-end by a senior lead, present at every decisive trade-off.
  • Integrated multi-disciplinary reading: technical, contractual, financial, regulatory.
  • Exclusive construction specialisation, grounded in field practice.
  • Client-interest posture: the right mandate, never the largest possible one.
  • Coordinated delivery capability across France and the European Union.

Methodology

How we conduct an engagement

Five phases. Each with a clear deliverable, an explicit decision point, and a documented handover.

  1. Phase 01

    Diagnostic

Integrated reading of the project: technical, contractual, financial, regulatory. Identification of structuring risks and priority levers.

  2. Phase 02

    Strategy

Definition of argued execution options, with quantified scenarios and trade-offs prepared for executive decision.

  3. Phase 03

    Structuring

Setup of the contractual, organisational and documentary apparatus — including governance, milestones and tracking indicators.

  4. Phase 04

    Execution oversight

Operational follow-through: progress review, variance management, change instruction, interface with design and contracting teams.

  5. Phase 05

    Closeout & handover

Acceptance, snag clearance, as-built file, lessons learnt, and structured transfer of knowledge.

Footprint

A French base, a European capability

The firm is rooted in France. Our coordinated delivery perimeter covers the European market in the languages and regulatory frameworks of each jurisdiction concerned.

France

The firm's reference market: Île-de-France, regional metros, public and private operations.

European Union

Coordinated support on operations led by French principals abroad, or by European principals in France.

Cross-border frameworks

Command of the structuring European directives: public procurement, environmental taxonomy, building energy performance.

Our commitments

A standard of professional practice

Beyond our engagements, ACS holds itself to a professional discipline. None of the references below constitutes a certification — they describe practice frameworks we align with.

Construction site inspection — safety and quality oversight
  • Ethics & compliance

Conflict-of-interest prevention policy; refusal of any indirect remuneration from the contractual chain of advised projects.

Aligned with Sapin II anti-corruption principles and European governance standards.

  • Sustainability

Systematic integration of carbon, energy and material issues into project trade-offs — not as an additional layer but as a structuring parameter.

Practice aligned with French RE2020 regulation and the European environmental taxonomy.

  • Health & safety on site

Vigilance on safety and health coordination obligations in our execution oversight engagements.

Practice informed by French SPS obligations and European directive 92/57/EEC.

  • Confidentiality & data protection

Internal documentary protocols, controlled access, confidentiality clauses on every engagement.

Data handling compliant with the GDPR (EU Regulation 2016/679).
